In accordance with Article 4 of the EU Floods Directive (FD), the first milestone in the FD basin-wide implementation is undertaking a preliminary flood risk assessment (PFRA), as well as identifying those areas for which it has been concluded that potential significant flood risks exist or might be considered likely to occur, so-called Areas of Potential Significant Flood Risk (APSFR), as in accordance with FD Article 5.

The International Sava River Basin Commission was established in 2005 to implement the Framework Agreement on the Sava River Basin (FAS RB.) The commission’s main goal is coordinating transboundary cooperation in the Sava River Basin.

The Sava is the Danube's largest tributary of the Danube in terms of discharge and the second largest in terms of catchment area. The Sava is shared by Slovenia, Croatia, Bosnia and Herzegovina, Serbia and Montenegro. The joint management arrangements acted as a pilot for the implementation of the European Union's Water Framework Directive for the Danube and Europe.
